Our Team

PMPA’s General Manager is Joel Ledbetter. Mr. Ledbetter has over 37 years of experience in electric utility operations, with over 25 years of experience operating a combined electric, water, and sewer utility.  Mr. Ledbetter started his career at the SC Public Service Authority as a Transmission Planning engineer.  He served as the utility director for the City of Newberry and worked as a consulting engineer, focusing on utility cost-of-service and rate studies, before returning to municipal utility operations.   Mr. Ledbetter is a registered professional engineer in both South Carolina and North Carolina. 

Prior to joining PMPA Mr. Ledbetter served as the General Manager of Easley Combined Utilities for 24 years and served on the PMPA Board Directors a total of 29 years prior to becoming the Agency’s manager.

Mr. Ledbetter is a 1986 graduate of Clemson University in Electrical Engineering and received an MBA from the University of South Carolina.
